The accession of Spain and Portugal, the adoption of the Single European Act, the solution of the Community's financial problems, the development of our cooperation with Central and Eastern Europe, the States emerging from the former Soviet Union, the Mediterranean countries and Africa, and last but not least the Treaty on European Union, which has laid the foundations for Economic and Monetary Union and a Political Union with the prospect of a common defence - these are all steps forward which Europe could never have taken without the vision and determination that President Mitterrand was able to share with all his partners in Europe to the greater benefit of all of us.
