Already in the Scientific Opinion of January 2015, EFSA concluded that olive trees showing symptoms of the bacterium, were generally affected by a multitude of pests and pathogens including Xylella fastidiosa¸ several fungi and Zeuzera pyrina (commonly known as the 'leopard moth'). However, although the specific role of Xylella fastidiosa in the quick "decline syndrome of olive" remains to be fully understood, Xylella fastidiosa has been found in young plants showing signs of the declining syndrome, where no other pathogens where found.

7. invite la Commission à prévoir suffisamment de moyens financiers et humains pour appliquer les stratégies pertinentes, y compris un soutien financier aux agriculteurs afin qu'ils puissent employer des pratiques agricoles appropriées dans la lutte contre Xylella fastidiosa et ses vecteurs; exhorte la Commission à encourager sans attendre une intensification des recherches, notamment en renforçant la collaboration internationale et en prévoyant des fonds pour les instituts de recherche, en vue d'améliorer nos connaissances scientifiques sur Xylella fastidiosa et de déterminer de façon précise la nature du lien qui existe entre les agents pathogènes, les symptômes et le développement de la maladie;
7. Calls on the Commission to ensure that sufficient financial and human resources are available to implement the relevant strategies, including financial support for farmers to apply appropriate agricultural practices for the management of Xylella fastidiosa and its vectors; urges the Commission to promote intensified research efforts without delay, including through increased international networking and by making funds available for research institutes, with a view to increasing scientific knowledge of Xylella fastidiosa and positively identifying the nature of the link between the pathogen, the symptoms and the development of disease;

A. considérant que Xylella fastidiosa constitue une menace immédiate très dangereuse pour la production de certaines cultures dans le sud de l'Europe, notamment les oliviers, les amandiers, les pêchers et les plantes ornementales; que, selon son espèce, la bactérie représente une menace potentielle pour les vignes, les agrumes et d'autres cultures, et qu'elle pourrait entraîner des pertes colossales sans précédent et de graves conséquences économiques, environnementales et sociales; que la souche qui affecte les oliviers dans la région des Pouilles est différente des isolats qui affectent la vigne ou les agrumes dans d'autres régions du monde;
A. whereas Xylella fastidiosa is a highly dangerous immediate threat to the production in southern Europe of certain crops, including olive, almond and peach trees and ornamental plants; whereas, depending on the type of bacterium, it is a potential threat to vineyards, citrus trees and other crops and could lead to unprecedented and devastating losses, with dramatic economic, environmental and social consequences; whereas the strain infecting olive trees in the Apulia region is different from the isolates causing disease in grapevine or citrus in other parts of the world;

4. prie instamment la Commission, particulièrement à l'approche de l'été, de prendre des mesures efficaces pour éviter la propagation de Xylella fastidiosa dans l'Union européenne, notamment en ciblant les cultures les plus exposées, sans négliger les autres cultures susceptibles d'être gravement atteintes par la maladie; souligne l'importance, à cet égard, des dispositions de l'article 9 de la décision d'exécution de 2015;
4. Urges the Commission, especially in view of the onset of summer, to take effective measures to avoid the spread of Xylella fastidiosa within the EU, in particular by targeting the crops most at risk, while not neglecting other crops that could also be seriously affected by the disease, and underlines the importance of the provisions of Article 9 of the implementing decision of 2015 in this regard;

7. demande instamment à la Commission de promouvoir une intensification de la recherche dans les plus brefs délais, notamment en mettant à disposition des fonds pour les instituts de recherche, à améliorer les connaissances scientifiques sur Xylella fastidiosa, ainsi qu'à identifier de façon précise l'agent pathogène provoquant la mort des oliviers;
7. Urges the Commission to promote intensified research efforts without delay, including by making funds available to research institutes, so as to improve our scientific knowledge of Xylella fastidiosa and to positively identify the pathogen causing the death of olive trees;
