Je ne suis pas certain qu'un rapport sur des principes généraux doive critiquer quelqu’État membre en particulier, mais après avoir écouté les deux parties au débat au cours des dernières semaines, mon opinion est que ce projet semble être l'antithèse de l'approche exposée dans le rapport de Mme Flemming.
I am not sure that a report about general principles should single out any one Member State for criticism but, having listened over the past few weeks to both sides of the debate, my personal view is that this scheme seems to be the antithesis of the approach laid down in Mrs Flemming's report.
