Mr President, I have spoken with the Chairperson of the Delegation to this Parliament’s EU-Mexico Joint Parliamentary Committee, Mrs Erika Mann and, although she is going to speak officially about this, we have agreed that it would be appropriate for you, on behalf of our House, to express our solidarity to the Mexican authorities at this difficult time and also to ask the European Commission to consider ― given that Mexico is a positive and active partner of the European Union — the possibility of contributing to the humanitarian aid tasks of reconstruction and rehabilitation that are needed in order to alleviate the effects of the floods in that country.

- 2 - En conclusion, Mme Scrivener a souligné l'importance d'une amélioration de la coopération entre Etats membres - en élargissant éventuellement la portée de la deuxième directive sur l'assistance mutuelle proposée au mois de février 1989, aux donations et successions; - en invitant les Etats membres à ratifier rapidement, la Convention sur l'assistance judiciaire du Conseil de l'Europe et son protocole sur la fiscalité; - en élargissant les discussions en matière de mesures d'accompagnement à la libre circulation des mouvements de capitaux, aux principaux partenaires financiers de la Communauté, notamment le Japon, les Etats-Unis et les pays de l'AELE".
- 2 - In conclusion, Mrs Scrivener stressed the importance of improving cooperation between Member States: - by extending, if necessary, the scope of the second mutual assistance Directive proposed in February 1989 to cover gifts and inheritances; - by requesting Member States to ratify rapidly the Council of Europe Convention on Mutual Assistance in Criminal Matters and its protocol on taxation; and - by extending the discussions on measures accompanying full liberalization of capital movements to include the Community's main financial partners, in particular Japan, the United States and the EFTA countries.

Mme Scrivener a ensuite évoqué les mesures d'accompagnement à la libération des mouvements de capitaux proposées par la Commission, notamment une retenue à la source de 15% sur les intérêts des obligations et des dépôts bancaires et un renforcement de l'assistance mutuelle entre administrations fiscales.
Mrs Scrivener then described the measures proposed by the Commission in support of liberalization of capital movements. These included in particular a 15% withholding tax on bond and bank deposit interest, and a strengthening of mutual assistance between tax administrations.
