In order to raise the status of women farmers by drawing up a "European statute for women farmers who are full partners in their business", which will provide a foundation for basic social rights, calls on the Commission to begin this reform by preparing for a further revision of the directive and to strengthen Article 6 in particular, so as to cover all the risks faced by the assisting spouse of a farmer, particularly in relation to social security, health care, old age pension, maternity benefit and replacement services, disability and incapacity benefit; considers that the directive must be more binding in all its aspects on Member States, as it is the only way to ensure that women assisting on agricultural holdings acquire the vocational status to enable them to have not only derived rights but social entitlements in their own right; calls on the Commission to evaluate the current situation for the present and new Member States and to present a revised directive by the end of 2004;

The proposal for a directive leaves all of this untouched. For all that, a coherent Community framework enhancing the security and efficiency of IORPs and enabling them to profit fully from the single market and the euro will be a major asset for those Member States which wish to develop the role of occupational schemes in their pensions system (see also IP/00/1143 on the communication Safe and sustainable pensions).

C. Implementation of the Schengen Convention and its implications for the general public 1. The implementation of the Schengen Convention will mark a major step forward for members of the public, who will be able to enjoy complete freedom of movement within a significant part of the single market: - everyone, regardless of nationality (i.e. including third-country nationals), will thus benefit from the abolition of controls at internal frontiers: and so, within the frontier-free area, no distinction will be made between nationals of the Schengen countries and nationals of the other Member States; - at the external frontiers of the Schengen countries, all Union nationals will merely be required to show their identity card or passport in accordance with current Community law: again, no distinction will be made between Schengen and non-Schengen nationals.
