I am aware that the rule refers to " ministerial responsibility" . However, honourable senators, the fact that Senator Fortier may have some responsibilities for the Island of Montreal, or that Senator LeBreton may have responsibilities for eastern Ontario, or that someone may be a chairman of a cabinet committee, does not come under their portfolio responsibilities.

Honorables sénateurs, après avoir pris connaissance de la déclaration de madame le leader du gouvernement, dans les Journaux du Sénat, et après avoir vérifié où se trouvaient le premier ministre et les membres du Cabinet au moment où madame le sénateur LeBreton a prétendu être en leur compagnie, j'en suis arrivée à la conclusion qu'elle est coupable d'outrage au Parlement.
Honourable senators, after reviewing the Leader of the Government's statement in the Journals of the Senate, and verifying the location of the Prime Minister and cabinet ministers at the time that Senator LeBreton claimed to be in their presence, I have come to the conclusion that the Leader of the Government in the Senate is in contempt of Parliament.
