11. déplore que ces lois soient déjà utilisées pour arrêter et infliger des amendes aux citoyens, y compris les citoyens hétérosexuels, qui expriment un soutien, leur tolérance ou l'acceptation à l'égard des personnes lesbiennes, gays, bisexuelles ou transgenre; déplore également que ces lois légitiment l'homophobie et parfois la violence, comme cela a été le cas lors de l'attaque violente d'un bus transportant des militants LGBT le 17 mai 2012 à Saint-Pétersbourg ou dans le cas de deux chefs de Gay Pride passés à tabac le 20mai 2012 à Kiev, avec pour conséquence l'annulation de la manifestation; condamne la violence et les menaces qui ont pesé sur la Gay Pride de Kiev le 20 mai; rappelle que pour la libéralisation du régime des visas, l'Ukraine est tenue de promulguer une législation anti-discrimination, notamment sur l'orientation sexuelle; estime que les récents développements en Ukraine, à savoir les projets de lois proposés contre la "diffusion de l'homosexualité" et les incidents ayant entouré la Gay Pride de Kiev vont à l'encontre de cet objectif; appelle les autorités ukrainiennes à révoquer immédiatement les projets de lois, à proposer une législation antidiscriminatoire portant notamment sur l'orientation sexuelle et à s'engager pour faire en sorte qu'une Gay Pride puisse être organisée à Kiev en toute sécurité l'année prochaine;
11. Regrets that these laws are already used to arrest and fine citizens, including heterosexual citizens, who express support, tolerance or acceptance to lesbian, gay, bisexual and transgender people; also regrets that these laws legitimate homophobia and sometimes violence, as was the case in the violent attack of a bus carrying LGBT activists on 17 May 2012 in Saint Petersburg; or two gay pride leaders being beaten up on 20 May 2012 in Kiev, resulting in cancelling the pride; condemns the violence and threats surrounding the Kiev Pride on 20 May; recalls that for visa liberalisation, Ukraine is bound to introduce anti-discrimination legislation including sexual orientation; is of the opinion that the current developments in Ukraine, the proposed draft laws against ‘spreading homosexuality’ and the incidents surrounding the Kiev Pride, are in contradiction to this; calls upon the Ukrainian authorities to immediately revoke the draft laws, to propose anti-discrimination legislation including sexual orientation and to commit to making a safe Kiev Pride possible next year;

In conclusion, I hope that in the future the government will finally seize itself with what is its principal responsibility, the defence of our sovereignty and the security of our allies, and will have a radical change of course (1210) Mr. Werner Schmidt (Kelowna, Canadian Alliance): Mr. Speaker, there are days when it is a pleasure to rise in the House to say some positive things about what is happening but, unfortunately, Bill C-28, the implementation of the budget, is not one of those times.
