Regrets the unwillingness of the EU Member States to define a common position on the Libya crisis, on UN Security Council Resolution 1973 and on the ways to implement it; expresses deep concern about the risk of considering ad hoc coalitions of the willing or bilateral cooperation as viable substitutes for CSDP, as no European State has the capacity to be a significant security and defence actor in the 21st century world; recalls that the Lisbon Treaty provides for the possibility to entrust the implementation of a crisis management operation to a group of Member States, but only within the framework of a Council decision defining the objectives, scope and conditions of their implementation, and with the association of the HR/VP; insists that a common response to the developments in Libya is essential to formulate a credible new approach for our southern neighbourhood policy; reiterates that the mandate given in UN Security Council Resolution 1973(2011) to protect Libyan civilians should not be exceeded through the disproportionate use of force; calls on the VP/HR to take concrete measures to secure an early ceasefire in order to stop the bloodshed and suffering of the Libyan people; urges the VP/HR to play a strong and direct role in fostering political initiatives in this direction; considers it crucial to work closely with the Interim Transitional National Council, the African Union and the Arab League in order to channel the current military conflict towards political and diplomatic solutions, including the objective of securing the resignation of the Gaddafi regime; underlines that the elaboration of a strategy for the Sahel region and the Horn of Africa is yet another concrete opportunity to demonstrate the ability of the EU to act both on security and development challenges;

Underlines that mercenary activities are a threat to international peace and security and a crime against humanity and therefore must be stopped; calls on the Council and the HR/VP to send strong warnings discouraging any governments from sending mercenaries, military or military equipment in support of the repression of the Libyan people by the Gaddafi regime; urges the Council, the Commission and the HR/VP to seize to press for the adoption of an effective international legal instrument forbidding mercenary activities at global level, including the use of private military and security companies in areas of conflict;

17. prie instamment le vice-président/ haut représentant d'établir des contacts avec les forces politiques émergentes en Libye, à savoir les conseils nationaux formés à Benghazi et dans d'autres régions, dans l'optique d'encourager la transition vers la démocratie, en garantissant la participation d'un large éventail de représentants de la société libyenne et en octroyant des responsabilités aux femmes et aux minorités dans le processus de transition; invite instamment l'Union à contribuer aux réformes démocratiques et à la mise en place d'institutions fondées sur l'état de droit en Libye en fournissant un soutien au développement de médias libres et d'organisations indépendantes de la société civile, s'agissant en particulier de partis politiques démocratiques, en sorte que des élections démocratiques puissent avoir lieu à l'avenir;
17. Urges the HR/VP to immediately establish contact with emerging political forces in Libya, namely the National Councils formed in Benghazi and other areas, with a view to encouraging transition towards democracy, ensuring the involvement of a wide spectrum of representatives of the Libyan society and empower women and minorities in the transitional process; urges the EU to contribute to democratic reforms and rule of law institutions in Libya by providing support to develop free media and independent civil society organisations, notably democratic political parties, in order for democratic elections to take place in the future;
