5. Where in relation to a criminal offence a person is arrested or questioned by the authorities in a Member State and that person does not have knowledge of the language or languages of that Member State, then an interpreter must be made available free of charge from the first moment where any questioning of or dialogue with that person has any procedural or legal consequences and in the case that any document or documents are put before that person they must be provided with a proper translation or explanation of which a record should be kept.

According to the Commission, the proposal reduces the administrative burdens on issuers in other ways: by setting a reduced time limit for approval for the Securities Note and Summary Note, ensuring that a prospectus approved by the home authority is recognised in all markets subject only to a simple notification procedure, allowing documents already published and filed with the authorities to be incorporated by reference only, applying the home country control principle to advertising activities related to the offer, and by limiting the language regime to a language which is customary in the sphere of finance and generally accepted by the host authority.

Takes note of the plan for a constitutional amendment aimed at partially lifting the restrictions on the use of the Kurdish language; hopes that this gesture will be followed by others leading to a comprehensive solution for the aspirations and problems of the Kurdish population and to constitutional provisions on cultural rights that will entitle the different cultural communities on Turkish soil to affirm their identity freely without jeopardising the unity of the country, in accordance with the spirit of the Framework Convention for the protection of national minorities and the European Charter for regional or minority languages; therefore urges the Turkish authorities to speed up the implementation of the global strategy for economic, social and cultural development planned for the south-east of the country, in a spirit of dialogue and openness, and to take all necessary measures to establish a lasting social peace in the area, in particular by lifting the state of emergency in the four provinces concerned;
