Le 22 mai 2001, le Parlement européen et le Conseil ont adopté la décision n° 1346/2001/CE[9] modifiant les orientations adoptées en 1996 en ce qui concerne les ports maritimes, les ports de navigation intérieure et les terminaux intermodaux ainsi que le projet n° 8 de l’annexe III. Cette décision précise que les points d'interconnexion incluant des ports maritimes, des ports intérieurs et des terminaux intermodaux constituent une condition préalable à l'intégration des différents modes de transport dans un réseau multimodal.
Decision No. 1346/2001/EC[9], amending the guidelines adopted in 1996 as regards seaports, inland ports and intermodal terminals, as well as project No. 8 in Annex III, was adopted by the European Parliament and the Council on 22 May 2001. The Decision states that interconnection points, including seaports, inland ports and intermodal terminals, are a pre-condition for the integration of the different transport modes in a multimodal network.

The criterion proposed for inland ports differs from the definition in Decision 1346/2001 which states that the network includes ports ‘equipped with transhipment facilities for intermodal transport or with an annual freight traffic volume of at least 500000 tonnes’.

En effet, depuis l'adoption de la décision 1346/2001/CE [18] amendant les orientations adoptées en 1996, les ports des régions ultra périphériques sont reconnus d'intérêt commun et intégrés au réseau transeuropéen. Ceci les rend automatiquement éligibles au financement du budget RTE et au fonds de cohésion.
