Bien que le Conseil européen, lors de sa réunion des 15 et 16 décembre 2005, soit parvenu à un accord sur le cadre financier 2007-2013, en ce compris les dépenses prévues pour la politique de cohésion, l’accord interinstitutionnel sur les perspectives financières n’a pas été conclu, puisqu’il ne peut l’être qu’à la suite de négociations avec le Parlement européen.
