The cross-cutting issues will be supported by a number of horizontal support measures, including support to: enhancing the attractiveness of the research profession, including the general principles of the European Charter for Researchers, as set out in the Commission Recommendation of 11 March 2005 ; strengthening the evidence base and the development of and support for ERA (including the five ERA initiatives) and the flagship initiative "Innovation Union"; recognising top performing Horizon 2020 beneficiaries and projects in the different fields through symbolic awards; improving framework conditions in support of the flagship initiative "Innovation Union", including the principles of the Commission Recommendation on the management of intellectual property , and exploring the possibility of setting up an European Intellectual Property Rights valorisation instrument; and administration and coordination of international networks for excellent researchers and innovators, such as European Cooperation in Science and Technology (COST).

Ce nouveau programme en matière de coopération transfrontalière, doté d'un montant de 150 MECU pour 1994, est mis sur pied à l'initiative du Parlement européen ; son objectif est de promouvoir des actions à caractère structurel dans les régions des pays d'Europe centrale et orientale limitrophes à la Communauté et éligibles pour PHARE ; dans les Etats membres de la Communauté de telles actions seront cofinancées par les Fonds structurels, notamment par INTERREG II. This new cross-frontier cooperation programme, which has a budget of ECU 150 million for 1994, has been set up on the European Parliament's initiative; its aim is to promote structural measures in countries of central and eastern Europe bordering on the Community and eligible under the Phare programme; in the Member States such measures are cofinanced by the Structural Funds, Interreg II in particular.
