Since the objectives of this Regulation, namely the establishment of an Agency at Union level responsible for the operational management and where appropriate the development of large-scale IT systems in the area of freedom, security and justice cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale and effects of the action, be better achieved at Union level, the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 TEU.

(21) Étant donné que les objectifs du présent règlement, à savoir la création au niveau de l'Union d'une agence qui serait chargée de la gestion opérationnelle et le cas échéant du développement des systèmes d’information à grande échelle dans le domaine de la liberté, de la sécurité et de la justice, ne peuvent pas être réalisés de manière suffisante par les États membres et peuvent donc, en raison des dimensions ou des effets de cette action, être mieux réalisés au niveau de l’Union, cette dernière peut arrêter des mesures, conformément au principe de subsidiarité tel qu’il est défini à l’article 5 du traité UE. Conformément au principe de proportionnalité tel qu’il est défini audit article, le présent règlement n’excède pas ce qui est nécessaire pour atteindre ces objectifs,
(21) Since the objectives of this Regulation, namely the establishment of an Agency at Union level , responsible for the operational management and where appropriate the development of large-scale IT systems in the area of freedom, security and justice cannot be sufficiently achieved by the Member States and can, therefore, by reason of the scale and effects of the action, be better achieved at Union level, the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the TEU. In accordance with the principle of proportionality, as set out in that Article, this Regulation does not go beyond what is necessary to achieve those objectives.

Supports the Commission's proposal that a political dialogue on conflict prevention and crisis management be placed on the new political agenda, but suggests that the dialogue should also encompass European Security and Defence Policy (ESDP) matters as a whole and be organised around the Euro-Latin American Charter for Peace and Security and the work of a bi-regional conflict prevention centre to be set up in Latin America, since this would be the best way to exchange shared experiences and bolster and coordinate efforts involving the countries and regional bodies concerned, including in particular the Organization of American States (OAS) and the Rio Group;
