BACKGROUND The new situation which will result from the creation of the single market on 1 January 1993 and the abolition of customs controls at internal frontiers makes it more essential than ever to ensure a uniform implementation of the common policies of the Community which constitute the basis of the customs union, and to tighten controls at the Community's external frontiers, in particular in relation to sensitive products such as drugs and arms (customs offices at rail/road border crossings with non-Community countries, at ports and international airports).
