Regrets the less-than-effective energy efficiency projects supported by the EU Structural Funds (2007 to 2013) as criticised by the Court of Auditors’ report; calls on the Commission to promptly implement the corresponding improvements with special emphasis on justification, monitoring, and shortening the payback period of projects funded; calls for improved guidelines and more intensive Commission monitoring with a view to making better use of the Structural Funds and EFSI in combination with private investments for viable energy efficiency projects, notably in buildings; considers that Structural Funds’ and EFSI funding of energy efficiency projects should target those consumers more sensitive to energy costs, such as industry at risk of carbon leakage, SMEs and households at risk of energy poverty; considers it an absolute priority to develop financing instruments, tools and innovative models to mobilise public funds and leverage private finance at local, national, regional and European level in order to support investments in key energy efficiency sectors such as the renovation of buildings, paying special attention to vulnerable groups and also due attention to the specificities of long-term investments.

13. appelle les États membres qui bénéficient du fonds à améliorer l'efficacité de sa mise en œuvre et à adopter une approche individualisée et sociale de l'aide aux travailleurs licenciés, et à promouvoir la reconversion, la formation complémentaire et le reclassement, en particulier en cas de licenciements massifs, pour améliorer les chances des travailleurs sur le marché du travail en profonde restructuration; demande de veiller à ce que les règles de mise en œuvre nationale ne rendent pas l'utilisation du fonds plus restrictive; demande aux États membres et aux autorités locales de tout mettre en œuvre pour revitaliser les sites délocalisés afin de maintenir l'activité économique sur le territoire, sachant que le Fonds européen d'ajustement à la mondialisation s'adresse exclusivement aux salariés; recommande aux États membres d'intensifier à cette fin les échanges des meilleures pratiques, en profitant notamment de Progress, et plus particulièrement du nouvel instrument de microfinancement;
13. Calls on the Member States benefitting from the EGF to improve implementation efficiency and to adopt a personalised and social approach to assistance for redundant workers and to promote further training and retraining, particularly in cases of large-scale redundancies, so as to improve workers’ opportunities on a labour market that is undergoing profound restructuring; calls for care to be taken that the regulations for national implementation do not make the application of the fund more restrictive; calls on the Member States and local authorities to do everything possible to revitalise places which have suffered from the impact of relocation in order to maintain economic activity in the area, bearing in mind that the EGF is geared solely to employees; to this end, recommends that the Member States step up their exchanges of good practice, especially making use of Progress, and more particularly of the new microfinancing instrument;

2. considère que l'augmentation du nombre des demandes d'intervention du FEM et les difficultés constatées d'application de sa procédure de mobilisation et d'exécution appellent des modifications rapides de ses dispositions procédurales et budgétaires; souligne que la Commission doit mieux informer les États membres sur le FEM et les bénéficiaires potentiels du fonds et améliorer sa visibilité auprès d'eux; demande dès lors à la Commission d'avancer la présentation de son évaluation à mi-parcours au 30 juin 2011 et de l'assortir d'une proposition de révision du règlement FEM, afin de pallier les insuffisances les plus flagrantes du fonds avant la fin des perspectives financières actuelles;
2. Takes the view that the increase in the number of applications for EGF funding and the difficulties experienced in implementing the EGF mobilisation and deployment procedure call for improvements to be made to the fund's procedural and budgetary arrangements at the earliest opportunity; underlines that the Commission should improve information about, and the visibility of, the EGF among the Member States and the potential beneficiaries of the fund; calls, accordingly, on the Commission to bring the submission of its mid-term evaluation forward to 30 June 2011 and to submit at the same time a proposal for the revision of the EGF Regulation, in order to remedy the fund's clearest shortcomings before the end of the current Multiannual Financial Framework (MFF);

18. déplore que le montant estimé d'irrégularités rapportées par l'UE-10 ait augmenté de 8 % et que celui de l'UE-2 ait augmenté de 152 %, alors que les récupérations ont diminué de 15,6 % par rapport à 2007; demande en particulier à la Bulgarie et à la Roumanie de renforcer leur capacité administrative concernant la gestion des Fonds de l'Union européenne, d'éliminer les réseaux existants ou potentiels créant des conflits d'intérêts dans la gestion des fonds, d'améliorer la surveillance et la transparence des procédures en matière de marchés publics au niveau central, régional et local, ainsi que d'adopter sans délai les mesures de précaution, correctrices et/ou disciplinaires, et d'en informer la Commission; reconnaît et salue les progrès accomplis par la Bulgarie et la Roumanie en réponse aux recommandations de la Commission afin d'améliorer les normes de gestion partagée et de contrôle financier;
18. Deplores the fact that the estimated amount affected by irregularities reported by the EU-10 grew by 8%, while that for the EU-2 increased by 152%, and the amounts recovered were 15.6% down on 2007; calls in particular on Bulgaria and Romania to build up their administrative capacity to manage EU funding, remove existing or potential conflicts of interest in fund management, improve the supervision and transparency of public procurement procedures at central, regional and local levels and swiftly introduce and notify to the Commission the necessary precautionary, corrective and/or disciplinary measures; acknowledges and supports the steps taken by Bulgaria and Romania to improve shared management and financial control standards in response to the Commission's recommendations;
