Deplores the content of the political agreement of 6 October 2015 within the Council, which falls short of the Commission’s legislative proposal of March 2015 amending Directive 2011/16/EU as regards mandatory automatic exchange of information in the field of taxation; stresses that the latter provided, on top of a common framework for the registration and automatic exchange of information on rulings, provisions allowing the Commission to effectively monitor its implementation by Member States and ensure that rulings do not have a negative impact on the internal market; stresses that the adoption of the Council’s position would prevent drawing all benefits from the automatic exchange of rulings, in particular in terms of effective implementation, and calls on the Council, therefore, to stick to the Commission’s proposal and take due account of the Parliament’s opinion thereon, in particular as regards the scope of the directive (all tax rulings instead of cross-border only), the retroactivity period (all tax rulings still valid should be exchanged) and the information provided to the Commission, which should have access to the tax rulings;

6.5.3. L'harmonisation des divers régimes fiscaux devrait tenir compte des aspects environnementaux ainsi que du défi auquel est confronté aujourd'hui l'UE et qui consiste à réduire les stocks de carburants fossiles ainsi que la dépendance à l'égard des fournisseurs externes, question qui ne pourra que se poser avec plus d'acuité encore après l'élargissement.
6.5.3. A harmonisation of the different taxation and charging systems should take into account environmental aspects and address also the challenge of depleting fossil fuel stocks and dependence on external suppliers for the EU now, and increasingly after enlargement.

Les propositions doivent encourager les efforts visant à accroître l'efficacité énergétique ; NOTE que les programmes présentés par plusieurs Etats membres montrent que l'utilisation d'instruments fiscaux apporte une contribution importante aux réductions envisagées des émissions de CO2 ; ESTIME que la stratégie générale de la Communauté doit tenir compte de cette situation et que, dans cette perspective, l'instauration d'un tel instrument au niveau communautaire devrait être décidée le plus rapidement possible ; onze délégations conviennent de la nécessité de prendre une décision positive.
The proposals should promote efforts for increased energy efficiency; NOTES that the programmes submitted by several Member States indicate that the use of fiscal instruments makes a significant contribution to their planned reductions in CO2 emissions; CONSIDERS that the Community's overall strategy must take account of this situation and that, in this perspective, a decision on such an instrument at Community level should be reached as soon as possible; eleven delegations agree on the need for a positive decision.
