The proposed approach to funding universal service seeks to ensure that: (i) Member States are free to fund all or part of any burden through the State budget, within the limits permitted by Community law; (ii) National Regulatory Authorities should not be obliged to create universal service funds or set up a system of supplementary charges, where the calculated cost of universal service is either zero or negligible; and (iii) where the cost of any burden is to be shared amongst market players this may be done either through a national universal service fund or via a system of additional, but separate charges, to any interconnection charge.
