In line with the Joint Declaration by the European Parliament and the Council adopted together with Decision No 778/2013/EU of the European Parliament and of the Council (3), Union macro-financial assistance should be an exceptional financial instrument of untied and undesignated balance-of-payments support, which aims at restoring a beneficiary's sustainable external finance situation and should underpin the implementation of a policy programme containing strong adjustment and structural reform measures designed to improve the balance of payment position, in particular over the programme period, and reinforce the implementation of relevant agreements and programmes with the Union.

Building on the experience of mandating procedures gained in specific sectors, for example as a result of the application of Decision No 710/97/EC of the European Parliament and of the Council of 24 March 1997 on a coordinated authorisation approach in the field of satellite personal-communication services in the Community(6) and Decision No 128/1999/EC of the European Parliament and of the Council of 14 December 1998 on the coordinated introduction of a third generation mobile and wireless communications system (UMTS) in the Community(7), technical implementing measures should be adopted as a result of mandates to the CEPT.

Votre rapporteur acquiesce et souscrit aux principes fondamentaux (paragraphes 26 et 27), aux politiques spécifiques (paragraphes 28 à 31) et aux propositions (paragraphe 32) que la Commission formule dans son livre blanc, et il estime que le Parlement européen doit appuyer et promouvoir, dans le cadre des compétences et pouvoirs que les traités lui confèrent, la réalisation des divers souhaits de la Commission dans ce domaine.

Your rapporteur agrees with and subscribes to the basic principles (paragraphs 26 and 27), the specific policies (paragraphs 28, 29, 30 and 31) and the proposals (paragraph 32) set out in the White Paper and takes the view that the European Parliament should support and promote the implementation of the remainder of the Commission's proposals, within the framework of the powers conferred on it by the Treaties.
