I believe it is fair to say, though — and I have colleagues in the chamber on both sides who served on the committee — that the consensus around legislative oversight was that ministerial accountability, in terms of the direct chain of command, is insufficient in a parliamentary democracy; that the premise of a parliamentary democracy is that while operational decisions have to be made on occasion in secret, and the people who have direct responsibility at the ministerial level, and the appropriate clearance, have to be aware of those decisions, and I would argue as the honourable senator does, that responsibility should not be a post-factum reality, but ministers have the right to be aware in advance and to exercise ministerial responsibility in that respect.
