Welcomes efforts to improve the documentation of alleged human rights abuses in Western Sahara, in particular through the institution of the CNDH, with offices in Laayoune and Dakhla, as recognised by the UN; notes the positive work of the CNDH and calls on the Moroccan Government to help strengthen its independence and remit, and to ensure the implementation of its recommendations; encourages, moreover, the CNDH to increase its efforts to build relationships with those Sahrawis who are hostile to Moroccan rule and to guarantee adequate follow-up to complaints; welcomes Morocco’s adoption in 2012 of three of the five UN Human Rights Council recommendations on the human rights situation in Western Sahara, and calls on it to adopt the remaining two; welcomes, furthermore, Moroccan invitations to ad-hoc international delegations, including the UNSR on torture, and the fact that those invitations were accepted; urges the Moroccan authorities to give authorisation for fact-finding missions to be conducted by other international organisations, such as the African Commission on Human and Peoples’ Rights and the European Parliament; urges all relevant parties to continue such engagement with UN human rights bodies; supports the creation of an official MINURSO-ICRC mission in the area of Fadret Leguiaa in order to proceed with the exhumation and the restitution of remains to families, following the discovery of common graves by the investigation team of the University of the Basque Country;

La délégation marocaine a malheureusement adopté subitement une attitude très rigide au terme de ma seconde visite, les 8 et 9 janvier, spécifiquement en ce qui concerne les possibilités de pêche et les conditions techniques et en posant des exigences extrêmement élevées relatives à la compensation financière.
Unfortunately, the Moroccan side suddenly took a very intransigent stance during my second visit on 8 and 9 January, especially on the important questions of fishing possibilities and technical terms, and made excessive demands for financial compensation.

Malheureusement, après avoir obtenu un consensus adéquat et peu après son adoption ici – je n’ai pas connaissance qu’il y ait eu un seul vote contre au Parlement – des amendements ont été adoptés dans d’autres domaines législatifs, ce qui a eu pour résultat que le rapport, que nous pensions avoir traité de manière concluante, ne pouvait subitement plus continuer sous sa forme actuelle.
Unfortunately, having achieved an appropriate consensus, and soon after its adoption here – I am not aware that there was even one vote against in the House – amendments were made in other areas of the legislature, with the result that the report, which we believed to have been dealt with conclusively, suddenly could no longer continue in its present form.
