4. Before the branch of a credit intermediary commences its activities or within two months of receiving the notification referred to in the second subparagraph of paragraph 3, the competent authorities of the host Member State shall prepare for the supervision of the credit intermediary in accordance with Article 34 and, if necessary, indicate to the credit intermediary the conditions under which, in areas not harmonised in Union law, those activities are to be carried out in the host Member State.

The manufacture of milkfat and concentrated butter as referred to in point (b) of the first subparagraph of Article 5(1), the processing of intervention butter into concentrated butter as referred to in Article 7, the addition of tracers as referred to in Article 8, the repackaging of concentrated butter as referred to in the second subparagraph of Article 9(2), the incorporation into intermediate products as referred to in Article 10 and, where the incorporation procedure used is that provided for in Article 6(1)(b), the incorporation of intervention butter, butter, concentrated butter, intermediate products and cream into final products shall all be carried out in establishments approved in accordance with Article 13.

Member States may provide that for the cases referred to in the second subparagraph of Article 3(1), the insurance undertaking shall verify that the knowledge and ability of the intermediaries are in conformity with the obligations set out in the first subparagraph of this paragraph and, if need be, shall provide such intermediaries with training which corresponds to the requirements concerning the products sold by the intermediaries.
