Deplores the fact that the UN Security Council has repeatedly not been able to respond adequately to the ongoing brutal events in Syria and that Russia and China have exercised their veto in the UN Security Council to block the draft resolution on Syria, thus voting against the peaceful transition proposal by the Arab League, which has been perceived by the al-Assad regime as licence to aggravate the repressive means on the ground using heavy weapons and indiscriminate force against unarmed civilians; reiterates its call on the UNSC members, and on Russia and China in particular, to uphold their responsibilities to ensure that international human rights standards are respected in Syria; continues to support the efforts of the EU and its Member States in this field; at the same time encourages the UNSC to refer the crimes committed by the Syrian regime against its population to the International Criminal Court; welcomes the establishment by the UN Human Rights Council of a Special Rapporteur on the human rights situation in Syria and urges the Syrian government to fully cooperate with the Special Rapporteur;
