Statistics Canada has indicated many times that half the debt Canada has faced since 1975, which is when the debt became a major problem, was due to tax breaks and tax loopholes for wealthy individual Canadians or about 50 per cent. Forty-four per cent was due to high interest rates; only 6 per cent to increases in government spending, and of that 6 per cent only 3 per cent was for social programs spending.
