On estime également qu'un bénéfice considérable pourrait être retiré d'une coopération européenne dans les domaines suivants: - création de bases de données permettant l'échange d'informations sur les possibilités et les produits existant dans le domaine de l'apprentissage ouvert et à distance; - mesures visant à faciliter l'adaptation, l'échange et la co-production de matériels; - stimulation de la coopération entre établissements et agences impliqués dans l'apprentissage ouvert et à distance; - élaboration de normes de qualité pour les produits de formation et les systèmes de diffusion; - mise au point de systèmes d'évaluation et de reconnaissance des cours d'enseignement ouvert et à distance; - reconnaissance mutuelle des qualifications acquises dans le cadre d'un système d'apprentissage ouvert ou à distance. La Commission voit dans l'utilisation des nouveaux médias et des nouvelles techniques de communication un moyen d'étendre et de renforcer les possibilités offertes par l'apprentissage ouvert et à distance. Les efforts engagés à cette fin dans le cadre du programme DELTA seront poursuivis à travers le troisième programme cadre de recherche et de développement.
Considerable added value is also seen to accrue from European cooperation in the following activities : - Creating data banks for exchange of information on Open Distance Learning, opportunities and products; - Facilitating the adaptation, transfer and coproduction of materials; - Stimulating cooperation between institutions and agencies involved in Open Distance Learning; - Producing quality standards fotitraining products and delivery systems; - Developing evaluation and accreditation mechanisms for Open Distance Learning courses; - Achieving mutual recognition for qualifications gained in an Open Distance Learning mode; The Commission sees the potential of Open Distance Learning being extented and strengthened by the application of new media and communications technology and its efforts in this connection within the DELTA Programme are being continued in the context of the Third Framework Programme for RTD.
