À cet égard, le Conseil a vivement encouragé les États membres à procéder, dans les délais fixés par le plan d'action, à la mise en œuvre de la législation UE/CE pertinente (notamment la décision-cadre du 13 juin 2002 relative au mandat d'arrêt européen et la décision-cadre du 13 juin 2002 relative aux équipes communes d'enquête) ainsi qu'à la ratification des conventions pertinentes (en particulier la convention d'entraide judiciaire de 2000 et son protocole de 2001, les trois protocoles de la convention Europol et les 12 conventions des Nations Unies relatives à la lutte contre le terrorisme).
In this regard the Council urged Member States to finalize within the deadlines set in the Action Plan on Combating Terrorism implementation of the relevant EU/EC legislation (in particular the Framework Decision of 13 June 2002 on the European Arrest Warrant and the Framework Decision of 13 June 2002 on Joint Investigation Teams) as well as the ratification of the relevant conventions (in particular the 2000 Mutual Legal Assistance Convention and its 2001 Protocol, the three Protocols to the Europol Convention as well as all 12 UN Conventions against terrorism).

C'est ainsi qu'il invite, par exemple, la Commission à présenter d'ici la fin de 2001 une proposition de révision de la convention Europol selon les meilleures normes et méthodes de contrôle démocratique des services de police dans les États membres: "Une proposition de réforme globale des instruments de coopération judiciaire et policière, qui inclue la révision de la Convention Europol selon les meilleures normes et méthodes de contrôle démocratique des services de police dans les États membres, est à présenter à l'initiative de la Commission d'ici la fin de 2001; cette réforme globale doit tendre à la communautarisation progressive de ces instruments, au renforcement du contrôle juridictionnel de la Cour de justice et au financement de ces instruments par le budget communautaire" [13].
Thus the Parliament requested for example that the Commission should present by the end of 2001 a proposal to revise the Europol Convention following best practices and methods of democratic control of police services in the Member States: "A proposal for the comprehensive reform of the instruments of police and judicial cooperation, including revision of the Europol Convention to bring it into line with higher standards and methodes of democratic control of the police forces of the Member States is to be submitted by the Commission by the end of 2001; that comprehensive reform should aim gradually to communitise those instruments, to strengthen judicial control by the Court of Justice and to fund those instruments through the Community budget". [13]

2.4 Les suggestions faites par le Parlement européen dans le cadre du rapport, adopté le 13 novembre 2001, sur l'initiative conjointe belgo-suédoise visant à étendre le mandat d'Europol à toutes les formes graves de criminalité internationale énumérées à l'annexe de la convention Europol, ont également pour principal objectif de renforcer le contrôle que le Parlement exerce sur Europol.
2.4 The suggestions made by the European Parliament on the occasion of the report on the joint Belgian-Swedish initiative to extend Europol's mandate to all serious forms of crime listed in the Annex to the Europol Convention adopted on 13 November 2001 also mainly aims at increasing the control of the European Parliament over Europol.

Le rôle d'Europol s'est vu également renforcé, suite à l'adoption par le Conseil en décembre 2001, d'une extension de ses compétences à toutes les formes de criminalité internationale telle qu'elles sont mentionnées dans la Convention Europol.
