3. considère que les valeurs, les objectifs et les structures évoqués dans le traité constitutionnel restent valables; estime que l'objectif politique, défini dans la Constitution, d'un renforcement de l'union politique doit être plus clairement perçu par les citoyens et en particulier le besoin d'une Europe plus solidaire; estime qu'il faut profiter de la pause de réflexion pour rechercher le dialogue et le consensus avec les citoyens dans une plus grande transparence et une plus grande démocratie pour se pencher sur des objectifs tels que la réforme économique, la subsidiarité, la solidarité, le chômage, l'exclusion sociale, la compétitivité, la sécurité intérieure et extérieure et la confrontation aux défis de la mondialisation ainsi que le rôle de l'Europe dans le monde;

Considers that the values, aims, and structures set out in the Constitutional Treaty remain valid; believes that the Constitution’s political objective of strengthening political union must be made clearer to the citizens, in particular the need for a Europe with a greater focus on solidarity; takes the view that the period of reflection should be used to seek dialogue and consensus with citizens, in a spirit of greater transparency and greater democracy, with a view to tackling objectives such as economic reform, subsidiarity, solidarity, unemployment, social exclusion, competitiveness and internal and external security and facing up to the challenges of globalisation and Europe's role in the world;
