In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFEU) should be delegated to the Commission in respect of the accreditation of the paying agencies and coordinating bodies, the obligations of the paying agencies in relation to public intervention, as well as the rules on the content of the management and control responsibilities of those agencies, the measures to be financed by the general budget of the European Union (the Union's budget) under public intervention and the valuation of the operations in connection with public intervention.

In this context, the Member States have long been implementing measures or reforms designed to ensure the financial equilibrium of the systems, based on various instruments: reimbursement rates, in order to encourage responsibility or guide demand in a particular direction; prices and volumes of treatments, in order to control certain products or prescriptions; the fixing of budgets, particularly in the hospital sector; the development of steering tools based on health objectives, the results obtained and the diseases treated, and on giving more responsibility for the management of resources to people working in the sector and financial backers; the establishment of new ratios between the various financing possibilities, particularly to reinforce the responsibility of the players concerned.

Rejects the Council's unilateral decision to change the legal basis of the proposal on the "Schengen evaluation mechanism" from ordinary legislative procedure to Article 70 of the Treaty on the Functioning of the European Union; supports the Conference of Presidents’ decision to block cooperation with the Council on the 2013 budget as regards internal security aspects; endorses, therefore, the position taken by its Committee on Civil Liberties, Justice and Home Affairs to put into the reserve some budgetary lines in Title 18 which relate to internal security (in commitment and payment appropriations) until a satisfactory outcome is achieved on the Schengen governance package; is of the opinion that this reserve should not be applied to the agencies working under Heading 3a in order not to jeopardise their work;

2. In order to provide more precise and reliable forecasts of the budgetary implications of legislation in force and of pending legislative proposals, the Commission shall attach to the draft budget a financial programming for the following years.

Transfers relating to the ''monetary reserve'' which is entered in the ''provisional appropriations'' chapter of the budget and the entry, use and financing conditions of which are determined by, respectively, Council Decision 88/377/EEC of 24 June 1988 concerning budgetary discipline (*) and Council Decision 88/376 /EEC/Euratom of 24 June 1988 on the system of the Communities' own resources (**) and the provisions adopted under the latter shall be decided upon by the budgetary authority in accordance with the second subparagraph of Article 21 (2) of this Regulation.
