that, as regards Parliament, a definitive breakdown of seats for EU-27 should be agreed now, to apply as from the 2009 Parliament, and that a first-step adjustment must be made for the 2004-2009 Parliament in order to provide some scope for new countries coming in before and during the lifetime of that Parliament, whilst accepting the possibility that the 700-Member limit may be marginally and temporarily exceeded during the last few years of that Parliament; emphasises that the method for allocating seats within Parliament must allow the peoples of the European Union to be fairly represented, even after enlargement;

2. la réduction du nombre des comités et une plus grande transparence de leur fonctionnement devront également permettre aux citoyens de comprendre la législation communautaire et d'y accéder; la Commission devra mieux informer le Parlement et plus régulièrement des travaux de ses comités, ce qui contribuera également à instaurer l'habitude d'informer ainsi que le réflexe d'une plus grande transparence; la publication régulière du travail des comités, le fait de rendre publique leur composition, les ordres du jour de leurs réunions et les décisions prises remédiera en partie au manque de transparence reconnu par toutes les institutions communautaires;

The reduction in the number of types of committee and greater transparency in the functioning thereof should also enable members of the general public to understand and to have access to Community legislation. The Commission should inform Parliament more effectively and more regularly about the work of the committees, which will help to cultivate the habit of providing information and will reflect greater transparency. Regular publication of the committees' proceedings and the availability of information regarding the composition thereof, the agendas for their meetings and the decisions they take will help to make good the transparency deficit which all the Community institutions agree exists.
