Struan Stevenson, pour l'opportunité de ce débat. Comme le commissaire le sait, il s'agit d'un débat concernant une matière que notre commission du contrôle budgétaire a sélectionnée comme le thème le plus important, le thème de la sous-utilisation budgétaire, qui atteint pour l'année 2001 le chiffre de 15 milliards d'euros.
– (PT) Mr President, Commissioner, I wish first of all to congratulate the Committee on Fisheries and most particularly its chairman, our esteemed fellow Member Struan Stevensen, on the aptness of this debate, because this is a debate on a matter that was selected in our Committee on Budgetary Control – as the Commissioner, in fact, is well aware – as the most important issue, the issue of budget underutilisation, which in 2001 totalled more than EUR 15 billion.

Et toute personne qui me connaît sait que ce n'est pas dans mes habitudes, mais Guido Podestà mérite notre reconnaissance pour avoir repris la tâche de notre ancien collègue et rapporteur général pour l'année 2002, Carlos Costa Neves, et pour avoir poursuivi le travail que j'avais entamé en 2001, à savoir l'observation de l'exécution du budget tout au long de l'exercice budgétaire.
Anyone who knows me will know that this is not one of my usual ritual practices, but I do think Mr Podestà deserves thanks for taking over the task from our erstwhile colleague and general rapporteur for 2002, Carlos Costa Neves, and for taking over the job I started to do in 2001, observing the implementation of the Budget over the course of the year. That is a laborious business and far less appealing that the work on the forthcoming Budget year.
