Concernant l'achat de la méfloquine au fabricant et l'homologation de la méfloquine par la Direction générale de la protection de la santé (DGPS) conformément à la Loi sur les aliments et drogues: a) lorsqu'elles ont commandé la méfloquine en vue du déploiement en Somalie, les Forces canadiens ont-elles indiqué sur le bon de commande qu'elle devait être utilisée dans le cadre de l'Étude de contrôle de l'innocuité du Lariam; et quand la méfloquine a-t-elle été livrée; b) la DGPS a-t-elle été informée par le fabricant que les Forces canadiennes avaient indiqué sur le bon de commande que la méfloquine était commandée dans le cadre de l'Étude de contrôle de l'innocuité du Lariam et qu'elle était apparemment achetée en vue du déploiement en Somalie; et quand la DGPS en a-t-elle été informée; c) la DGPS a-t-elle reçu du fabricant une demande portant d'accélérer l'homologation de la méfloquine (Lariam); et l'homologation est-elle intervenue avant la fin du déploiement des Forces canadiennes en Somalie; d) quand la DGPS a-t-elle reçu du fabricant les résultats définitifs de l'Étude de contrôle de l'innocuité du Lariam et quand a-t-elle reçu la dernière présentation de résultats de l'Étude de contrôle de l'innocuité du Lariam avant l'homologation; e) le ministère de la Défense nationale a-t-il préparé un avis reconnaissant que des éléments de preuve communiqués à la commission d'enquête sur la Somalie avaient induit la commission en erreur au sujet de l'état d'avancement de la procédure d'homologation de la méfloquine utilisée dans le cadre du déploiement en Somalie; l'avis a-t-il été envoyé au ministre de la Défense nationale; et quelles mesures le ministre a-t-il prises sur réception de l'avis?
With regard to the purchase of mefloquine from the manufacturer and the oversight of mefloquine by the Health Protection Branch as mandated by the Food and Drug Act: (a) did the Canadian Forces indicate to the manufacturer on the order form when ordering mefloquine for Somalia that it was for use under the Food and Drug Act's Lariam Safety Monitoring Study; when was the order submitted; and when was the shipment received; (b) was the Health Protection Branch informed by the manufacturer that the Canadian Forces had indicated on the order form that the mefloquine was being ordered under the authority of the Lariam Safety Monitoring Study and that this mefloquine was apparently purchased for the Somalia deployment; and when was the Health Protection Branch so informed; (c) did the Health Protection Branch receive from the manufacturer a request to fast track licensing approval for mefloquine (Lariam), and was licensing approval granted prior to the end of the Canadian Forces deployment in Somalia; (d) what was the date the Health Protection Branch received the final results of the Lariam Safety Monitoring Study from the manufacturer, and the date of the receipt by the Health Protection Branch of the last submission of the Safety Monitoring Study's results prior to licensing approval; (e) did the Department of National Defence prepare an advisory note acknowledging that evidence provided to the Somalia Inquiry had mislead the Inquiry as to the status of mefloquine approvals for the mefloquine used in the Somalia deployment; was the advisory note forwarded to the Minister of National Defence; and what action was taken when the Minister was so informed?

In light of Commission proposal COM(2008)0336 for a Council Regulation amending Regulation (EC) No 1234/2007 establishing a common organisation of agricultural markets as regards the marketing standards for poultry meats, would the Czech Presidency agree that in the interest of food and consumer safety, traceability and product quality that all poultry meat sold as 'fresh' must provide consumers with a guarantee of freshness.

Does the Commission agree that greater and urgent emphasis needs to be placed on highlighting the benefits of a ‘yes’ vote to the Constitutional Treaty, rather than labouring the consequences of a ‘no’ vote; and will the Commission outline how it is communicating the positive message to the citizens of the EU?

Senator Kinsella: Honourable senators, would the minister not agree that had her colleague the Minister of Citizenship and Immigration attended the Special Senate Committee on the Subject Matter of Bill C-36, which she refused to do, as pointed out by Senator Kelleher yesterday, she would have learned that in her bill there is this provision?

Il convient toutefois de rappeler que la promotion des questions liées à la CPI ne peut se restreindre à celles, quoique très importantes, des signatures et des ratifications du Statut. En effet, ainsi qu'elle l'a démontré lors de la session de juin de la Commission préparatoire de la Cour pénale, l'UE a réaffirmé son attachement à l'intégrité du Statut de la CPI. Elle a par conséquent refusé de modifier le Statut afin de satisfaire la demande de certains États tiers d'exclure la demande de remise à la CPI de ressortissants d'États non parties du statut. Cette position sera évidemment maintenue lors de réunions ultérieures.
It should, however, be pointed out that the promotion of matters related to the ICC cannot be limited to the albeit very important matters of signing and ratifying the Statute, for, as it showed at the June meeting of the UN Preparatory Commission for the International Criminal Court, the European Union has restated its commitment to the integrity of the ICC Statute, and has consequently refused to amend the Statute in order to satisfy the demands of some third countries to withdraw the requirement to hand nationals of states that are not party to the Statute over to the ICC. This is clearly a position which will be upheld at future meetings.

Pierre de Savoye (Portneuf): Monsieur le Président, compte tenu qu'il y a des dizaines de milliers de Canadiens et de Canadiennes qui sont actuellement atteints de cette maladie, la ministre ne convient-elle pas que, si elle acceptait de mettre en place maintenant des mécanismes permettant de rejoindre les gens susceptibles d'avoir été contaminés, non seulement elle améliorerait leur qualité de vie mais elle diminuerait considérablement le risque de propagation de l'hépatite C?
Mr. Pierre de Savoye (Portneuf): Mr. Speaker, since tens of thousands of Canadians have already been infected, does the minister agree that, by accepting to make arrangements immediately to reach people who may have been infected, she would not only improve their quality of life but also reduce considerably the risk of hepatitis C spreading?

La vice-première ministre ne convient-elle pas que l'octroi de ce contrat, sans tenir compte de la soumission de MIL Davie constitue un geste inacceptable à l'endroit du chantier québécois qui lutte avec tout ce qu'il lui reste d'énergie pour survivre et qui est mieux qualifié pour remplir cette commande?
Does the Deputy Prime Minister not admit that awarding this contract without taking MIL Davie's bid into account is unfair to the Quebec shipyard, which is struggling to survive with all the energy it has left and which is better qualified to fill this order?
