Judy Sgro: With respect to the Veterans Affairs program for the compensation of those who were exposed to Agent Orange: (a) how did the government come to the decision on the years that would be covered for those who were exposed; (b) how did the government arrive at the compensation amount of $20,000; (c) why will the government not compensate the widows of those who were exposed and met the qualifying conditions, but who have since passed away; (d) how many applications for compensation has the government received to date; (e) how many of those applications have been approved; (f) how many applications have been denied; (g) how many of those denied were refused because the veteran has since passed away; (h) how many of the applications denied were due to a medical condition that was not deemed to meet the government’s criteria; (i) what mechanisms did the government use to determine which illnesses would be covered and which would not be considered for compensation; (j) how many cheques have been issued and delivered; and (k) was the departmental funding cut of $33.6 million completely due to a program criteria which resulted in lower than expected numbers of beneficiaries?

(3) Au décès d’un enfant à l’égard duquel un ancien combattant ou le survivant d’un ancien combattant touchait, lors de ce décès ou à tout moment au cours des douze mois qui ont précédé immédiatement ce décès, une allocation en vertu de l’article 4, le ministre peut, à sa discrétion et dans un délai de douze mois à compter de la date de ce décès, accorder à cet ancien combattant ou ce survivant une allocation mensuelle payable de la même manière et dans la même mesure que si l’ancien combattant ou le survivant était un survivant visé aux paragraphes (1) à (1.2).
(3) On the death of a child in respect of whom a veteran or the survivor of a veteran was, at the time of the death or at any time within the twelve months immediately preceding the death, the recipient of an allowance under section 4, the Minister may, in the Minister’s discretion and within twelve months from the date of the death, award to that veteran or survivor a monthly allowance payable in the same manner and to the same extent as if the veteran or survivor were a survivor referred to in subsections (1) to (1.2).

The petition states that we, the undersigned residents of Canada, draw the attention of the House to the following: that the wartime merchant navy was the fourth arm of the armed services; that veterans of the wartime merchant navy are under the Civilian War Related Benefits Act; that one in ten Canadian merchant seamen lost their lives, the highest proportional rate of all services; that merchant navy prisoners of war spend 50 months on average in imprisonment but only 30 days are recognized; that veterans of the wartime merchant navy are excluded from the War Veterans Allowance Act, from pensionable benefits, from veterans post World War II free university education, housing and land grant benefits, small business financial aid and veterans health care benefits.
