Honorables sénateurs, le projet de loi C-34 a reçu un vaste appui qui s'explique par les multiples objectifs qu'il atteint : il précise les droits de la Première nation de Tsawwassen en ce qui concerne la propriété et la gestion de ses terres et ressources; il prévoit un règlement monétaire qui constituera une assise financière permettant à la Première nation de Tsawwassen de bâtir une économie solide; enfin, il donne à cette dernière les outils de gouvernance dont elle a besoin pour jouir de l'autonomie gouvernementale et atteindre l'autarcie, y compris une constitution prévoyant un gouvernement démocratique qui rend des comptes à ses administrés.
Honourable senators, Bill C-34 has received broad support because it achieves several objectives: it clarifies the Tsawwassen First Nation's rights with respect to ownership and management of its lands and resources; it includes a cash settlement to provide a financial base with which the Tsawwassen First Nation can build a strong economy; and it gives the First Nation the tools it needs for self-government and self-reliance, including a constitution providing for democratic government that is accountable to the people it serves.
