J'ai trois remarques à faire et elles seront plutôt brèves.
I have three comments, and I think they'll be rather brief.

Et pourtant, plutôt que de reverser les fonds dont on prévoit dès l'entame de l'exercice budgétaire qu'ils seront sous-exécutés - et qui pourraient être remboursés aux États membres, qui pourraient dépenser cet argent plus efficacement -, nous conservons cet argent pendant plus de trois ans avant de procéder à un dépassement de budget.
Yet, rather than return the funds which are predicted at the beginning of the budget to be unspent – which could then be returned back to Member States who could spend that money more effectively – we keep this money for more than three years and then overspend it.
