In order to send an unequivocal message to the Romanian authorities confirming the Community's condemnation of repression in Romania, its willingness to provide humanitarian assistance to the victims of repression and its determination to encourage peaceful transition to a pluralistic political and economic system ensuring the full respect of human rights, the Commission has taken the following decision, pending any significant improvement in the situation in Romania: The Commission is ready to provide humanitarian assistance to Romanian refugees, notably the approximately 25.000 in Hungary, in close liaison with the Hungarian authorities and with the competent international organisations; The 1980 agreements between the Community and Romania should be frozen; this means that: - the annual EC-Romania Joint Committee meeting, scheduled for late January or early February, will not be held; - the Community will make no new trade concessions to Romania; - the Commission will not send any technical missions to Romania; missions previously scheduled have been cancelled.
