The reason we are bringing this to Parliament's attention is that if the budgeting techniques were changed to a certain extent, particularly the aspect dealing with the prudence approach, you would not have that kind of surprise and you could plan what to do with your surpluses earlier in the year at the time the budget is in fact tabled.
