The project was discussed in depth between the Spanish authorities and the Commission after which in July 2000, Spain submitted a new project of a similar nature (2000.ES.16.C.PE.035), seeking financing from the Cohesion Fund for the 2000-2006 programming period. This project is limited to Zaragoza and its 22 municipalities, most of which are situated in the Ebre Valley.
