I move: That notwithstanding any standing or special order of this House, when the House adjourns on Wednesday, February 22, 1995, it shall stand adjourned until 10 a.m. on Friday February 24, 1995; That the address of the President of the United States of America, to be delivered in the House Chamber on Thursday, February 23, 1995 before members of the Senate and members of the House of Commons, together with all introductory and related remarks, be printed as an appendix to the House of Commons Debates of Friday, February 24, 1995 and form part of the records of this House; and That media recording and transmission of such address, introductory and related remarks be authorized pursuant to established guidelines for such occasions (Motion agreed to.)

Commissioner, how do you explain the fact that for seven years, two MEPs, the Belgian Socialist José Happart and myself said here, between September 1989 and March 1996, that there was a risk of zoonosis before the British Minister for agriculture admitted it on 24 March 1996 in the House of Commons?

considérant que la mise en oeuvre des modalités de gestion de l'effort de pêche conformément au règlement (CE) n° 685/95 du Conseil du 27 mars 1995 relatif à la gestion des efforts de pêche concernant certaines zones et ressources de pêches communautaires (5), et au règlement (CE) n° 779/97 du Conseil du 24 avril 1997 instituant un régime de gestion des efforts de pêche en mer Baltique (6), met en évidence la nécessité d'arrêter des mesures pour garantir la communication sans délai des données relatives aux listes nominatives des navires de pêche;
Whereas the implementation of arrangements for the management of fishing effort in accordance with Council Regulation (EC) No 685/95 of 27 March 1995 on the management of the fishing effort relating to certain Community fishing areas and resources (5), and of Council Regulation (EC) No 779/97 of 24 April 1997 introducing arrangements for the management of fishing effort in the Baltic Sea (6), highlights the need to adopt provisions to ensure that the data relating to lists of named fishing vessels are communicated without delay;

On se reportera, notamment, à sa résolution du 24 octobre 1991 sur la protection juridique des intérêts financiers de la Communauté européenne, à sa résolution du 11 mars 1994 sur le pouvoir d'instruction et d'enquête autonome dont dispose l'Union dans le cadre de la protection juridique de ses intérêts financiers ainsi qu'à sa résolution du 15 mars 1995 sur la proposition d'acte du Conseil de l'Union européenne portant établissement de la convention relative à la protection des intérêts financiers des Communautés et au projet de décision du Conseil relative à une action commune concernant la protection des intérêts financiers des Communautés européennes, adoptée par le Conseil sur la base de l'article K.3 du traité sur l'Union européenne.
Reference may be made, inter alia, to its resolutions of 24 October 1991 on legal protection of the Community's financial interests, 11 March 1994 on the independent power of investigation and inquiry which the Union may exercise for the purposes of legal protection of its financial interests and 15 March 1995 on the proposal for a Council of the European Union Act establishing a Convention for the protection of the Communities' financial interests and on a draft Council Decision on joint action regarding the protection of the financial interests of the European Communities on the basis of Article K.3 of the Treaty on European Union.

(3) By decision of 24 March 1995, the Commission found that the notified concentration raised serious doubts as to its compatibility with the common market. The Commission accordingly initiated proceedings in this case, pursuant to Article 6 (1) (c) of the Merger Regulation.
