Calls on the Commission to examining, under budget line 04 03 05 'Free movement of workers, co-ordination of social security' the feasibility of a European Social Card for workers exercising their right of free movement, which would be comparable to the European Health Insurance Card and would facilitate access to social security rights for citizens and help reduce administrative burdens by pooling information; recommends that such a card might initially relate to the matters covered by Regulation (EC) No 883/2004 of the European Parliament and of the Council of 29 April 2004 on the coordination of social security systems, namely sickness benefits, pensions, invalidity, accidents, unemployment and family benefits;

While most Member States tend to concentrate on benefit reforms and are far from developing comprehensive active ageing strategies an increasing number stress the need to maintain the employability of older workers through lifelong learning, to provide better job search support, to adapt working conditions, to change attitudes and combat age discrimination and, in some cases, to lower the costs of employing older workers, notably by reducing social security contributions.
Maar de meeste lidstaten neigen ertoe hun hervormingen toe te spitsen op de uitkeringen en hebben nog geen samenhangende strategie ontworpen voor het actief ouder worden. Toch zijn er almaar meer lidstaten die streven naar het behoud van de inzetbaarheid van hun oudere werknemers door levenslang leren, een betere begeleiding bij het zoeken naar werk, het aanpassen van de arbeidsomstandigheden, een algemene mentaliteitswijziging en het bestrijden van discriminatie op grond van leeftijd; in sommige gevallen willen zij ook iets doen om de arbeidskosten van de oudere werknemers te drukken met name door hun socialezekerheidspremies te verlagen.
