Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Definition: Syndromes in which the predominant manifestation is some form of tic. A tic is an involuntary, rapid, recurrent, nonrhythmic motor movement (usually involving circumscribed muscle groups) or vocal production that is of sudden onset and that serves no apparent purpose. Tics tend to be experienced as irresistible but usually they can be suppressed for varying periods of time, are exacerbated by stress, and disappear during sleep. Common simple motor tics include only eye-blinking, neck-jerking, shoulder- shrugging, and facial grimacing. Common simple vocal tics include throat-clearing, barking, sniffing, and hissing. Common complex tics include hitting oneself, jumping, and hopping. Common complex vocal tics include the repetition of particular words, and sometimes the use of socially unacceptable (often obscene) words (coprolalia), and the repetition of one's own sounds or words (palilalia).

In both types a variety of other unpleasant physical feelings is common, such as dizziness, tension headaches, and feelings of general instability. Worry about decreasing mental and bodily well-being, irritability, anhedonia, and varying minor degrees of both depression and anxiety are all common. The rapporteur further agrees that it is important for the strengthening of the Schengen acquis that bilateral agreements are concluded between Member States and third countries for common crossing points.

Calls for the allocation of global grants to EGTCs with projects that reflect the objectives and strategies of the relevant cooperation programmes, on the basis of common cross-border development strategies, in order to enable them to directly manage Structural Fund appropriations, and programmes, as well as for the multinational and multilateral nature of EGTCs to be better reflected in regulations governing the other European funds, with a view to improving their access to other sources of financing;

Acknowledges that both shared and centralised management require specific rules and that the top-down approach of FP7 and CIP and the bottom-up approach of Structural Funds each have their own merits; underlines, however, the need to harmonise the rules, procedures and practices (eligibility rules, standard unit costs, lump sums, etc.) governing different instruments and to ensure better coordination (of schedules of calls for proposals, themes and types of calls, etc.); calls on the Commission to explore possibilities to that end, without prejudice to competences of Member States and regions under shared management, while encouraging an administrative culture that promotes a pluridisciplinary approach via common cross-sectoral strategies in a range of subject areas, and via continuous dialogue between different policy communities in order to strengthen policy coherence; calls on the Commission to simplify the administration of the funds concerned and asks for the specific strengths of both support pillars to be promoted at the same time as making use of synergies and simultaneously increasing their impact;

By way of derogation from the provisions of this Regulation relating to the establishment of border crossing points, and until the entry into force of a decision by the Council on the full application of the provisions of the Schengen acquis in Croatia pursuant to Article 4(2) of the Act of Accession or until this Regulation is amended to include provisions governing border control at common border crossing points, whichever is the earlier, Croatia may maintain the common border crossing points at its border with Bosnia and Herzegovina.
