* Lack of European perspective: too often, national governments cannot deal properly with cross-cutting and external issues, because the political and financial returns on their investments (e.g. in research or cross-border educational programmes, intermodal transport facilities, management of external borders, environment or health emergency programmes and systems) are shared across borders, often Europe-wide, while the costs are borne solely by the government financing the action; and because cross-border actions carry significant additional coordination problems and costs.

In order to deliver on the targets and objectives set out in the Union strategy for smart, sustainable and inclusive growth, the ERDF should contribute under the European territorial cooperation goal to the thematic objectives of developing an economy based on knowledge, research and innovation, including through the fostering of cooperation between businesses, particularly between SMEs, and through the promotion of the establishment of systems for cross-border information exchange in the area of ICT; promoting a greener, more resource-efficient and competitive economy, including through the promotion of sustainable cross-border mobility; fostering high employment that results in social and territorial cohesion, including through activities supporting sustainable tourism, culture and natural heritage as part of a territorial strategy aimed at achieving employment-friendly growth; and developing administrative capacity. However, the list of the investment priorities under the different thematic objectives should be adapted to the specific needs of the European territorial cooperation goal, by providing for additional investment priorities allowing in particular for the continuation under cross-border cooperation of legal and administrative cooperation, cooperation between citizens and institutions, and of cooperation in the fields of employment, training, integration of communities and social inclusion in a cross-border perspective, and by the development and coordination of macro-regional and sea-basin strategies under transnational cooperation.

The potential further harmonisation of the rules regarding the calculation of technical provisions from a cross-border perspective is one of the areas explicitly addressed in this consultation.
Een van de zaken die in deze raadpleging uitdrukkelijk aan de orde is gekomen, is de eventuele verdere harmonisatie van de voorschriften voor de berekening van technische voorzieningen voor grensoverschrijdende activiteiten.

Following the adoption of the joint operational programme by Commission decision, the programme shall start immediately in the Member States with the allocation in the European Neighbourhood and Partnership Instrument for cross-border cooperation from heading 1B of the Financial Perspective (Interinstitutional Agreement 2006/C 139/01) .

Na de goedkeuring van het gemeenschappelijke operationele programma bij besluit van de Commissie gaat het programma in de lidstaten onmiddellijk van start op basis van de kredieten van het Europees nabuurschaps- en partnerschapsinstrument die uit hoofde van rubriek 1B van het financieel kader (Interinstitutioneel Akkoord 2006/C 139/01) voor grensoverschrijdende samenwerking beschikbaar zijn.

3. Where the programme is terminated because partner countries do not sign financing agreements within the required deadlines, budgetary allocations already committed to cross-border cooperation under the European Neighbourhood and Partnership Instrument under heading 1B of the Financial Perspective (Interinstitutional Agreement 2006/C 139/01) shall remain available for their normal lifetime but may be used only for activities which take place exclusively in the Member States concerned.
3.
