’liquid market’ means a market for a financial instrument or a class of financial instruments, where there are ready and willing buyers and sellers on a continuous basis, assessed in accordance with the following criteria, taking into consideration the specific market structures of the particular financial instrument or of the particular class of financial instruments:

Will monitor in this regard the financing of three major information-related projects directed towards citizens, i.e. the visitors centre and the audiovisual centre, which are meant to be fully operational by 2009, and the web-TV project, which should be operational before 1 July 2008; while noting that this area has already seen substantial growth in recent years, believes the web-TV project will achieve added value from the investment under communication policy, as it offers easy access to all Union citizens to the proceedings of the Parliament; asks to receive information on a regular basis, assessing the results by reference to a set of performance indicators;

RECALLS its conclusions of May 2006 on the Commission White Paper on the Financial Services Policy 2005-2010, where it welcomed "the initiatives proposed by the Commission, stressing that progress in the greater integration of retail markets is a challenge for 2005-2010 in order to strengthen competition and ensure an appropriate level of consumer protection; " STRESSES the importance of mortgage credit for both EU citizens and the economy at large and of tackling barriers in order to achieve greater integration of mortgage credit markets, so that EU consumers and mortgage lenders can take full advantage of the benefits of the Single Market; WELCOMES in that regard the Commission White Paper on the integration of EU mortgage credit markets; SUPPORTS the Commission's overarching goal of achieving competition and efficiency of EU mortgage credit markets and the four general objectives it has put forward to this end in the White Paper, namely: to facilitate the cross-border supply and funding of mortgage credit; to increase product diversity, combined with strong consumer protection and adequate financial stability; to improve consumer confidence and to facilitate customer mobility; RECOGNISES that the potential for integration is determined by a range of factors including culture, language and customer preferences, and that further integration is therefore likely to be supply driven rather than demand driven in the foreseeable future; ENCOURAGES the Commission to continue assessing the costs and benefits of the various policy options for achieving further integration, including as regards possible legislation for relevant areas in accordance with the "Better regulation" principles; WELCOMES the approach used by the Commission, which relies on a rigorous impact assessment of the various policy options for meeting the four general policy objectives, and in particular the ones that are crucial to improve consumer confidence and empowerment, and to improve the c ...

notes with concern the report from the President of the Council and the letter from Vice President Barrot of the European Commission concerning the status of the concession negotiations; recalls the conclusion of the Nice European Council to implement Galileo as a public-private partnership; urges the bidding consortium, by 10 May 2007, to ensure the conditions for the resumption of negotiations with the GNSS Supervisory Authority (GSA) by implementing its commitments and especially the agreement of 5 December 2005, and to continue these negotiations without delay; expects substantial progress to be achieved in the negotiations, so that by June 2007 the Council has adequate assurance that the concession negotiations are going ahead successfully, in particular on the basis of a credible roadmap to come to contractual conclusions as soon as possible; invites the European Commission to assess and report by the June Council on overall progress of the Galileo project, including the outstanding issues listed by the bidding consortium as summarised in the Presidency's report and including the project cost and financing thereof, with a view to the swift progress of the project; invites the European Commission to submit as soon as possible for discussion possible solutions for securing the long-term public financial obligations, as requested in the Council conclusions of October 2006, including a scenario for the earliest possible provision of EGNOS satellite navigation services as precursor to Galileo, and to report to the June Council; requests the European Commission, assisted by GSA and ESA, to assess progress in the concession negotiations and to submit alternative scenarios, also assessed for costs, risk and affordability, for the forthcoming June Council meeting".

WELCOMES the outline of the Commission’s financial services policy for 2005-2010 as set out in the Commission’s Green Paper; NOTES that the Green Paper is broadly in line with its conclusions of 2 June and 16 November 2004; REAFFIRMS that full and consistent implementation and effective enforcement of all FSAP measures must now have priority; and STRESSES that Member States must play their role by transposing and implementing the agreed FSAP texts on time and EU regulators and supervisors must be given the necessary supervisory powers and assist in ensuring consistent day-to-day application and supervision of the rules; EMPHASISES that the momentum should be maintained for finalising important initiatives under way, such as the preparation of the Solvency II project in the insurance sector; and WELCOMES the approach taken by the Commission to further integration based on systematic analysis of remaining obstacles and of the impact of tackling those obstacles on a case-by-case basis; EMPHASISES the importance of the "better regulation" approach to be applied by the Commission to any new initiatives, including open and transparent consultation at all levels with an appropriate involvement also of consumers, thorough ex-ante economic impact assessments and ex-post evaluations, all based on a clear and transparent methodology; UNDERLINES that Member States should also contribute to making better regulation work to the best of their abilities and UNDERTAKES to carry out impact assessments on substantive Council amendments to legislative proposals; STRESSES that an integrated EU market for financial services poses further challenges for financial supervision in Europe, especially as regards supervision of cross-border groups and entities, and therefore ENCOURAGES the ongoing work of the FSC on enhancing the EU’s supervisory arrangements, and in particular, LOOKS FORWARD to its assessment of further policy priorities in developing financial supervision in the E ...
IS INGENOMEN met het overzicht van het beleid van de Commissie op het gebied van financiële diensten voor 2005-2010, zoals dat in het groenboek van de Commissie wordt gepresenteerd; NEEMT ER NOTA VAN dat het groenboek grotendeels spoort met zijn conclusies van 2 juni en 16 november 2004; BENADRUKT opnieuw dat de volledige en coherente uitvoering en de daadwerkelijke handhaving van alle maatregelen van het actieplan financiële diensten thans prioriteit moeten krijgen; ONDERSTREEPT dat de lidstaten hun rol moeten vervullen door de in het kader van het actieplan financiële diensten overeengekomen teksten tijdig om te zetten en toe te passen, dat de EU-regelgevers en -toezichthouders de nodige bevoegdheden inzake het toezicht moeten worden verleend en dat zij moeten helpen bij het consequent dagelijks toepassen van en toezicht houden op de voorschriften; BENADRUKT dat het momentum moet worden vastgehouden om belangrijke lopende initiatieven, zoals de voorbereiding van het project "Solvabiliteit II" in de verzekeringssector af te ronden; IS INGENOMEN MET de aanpak van de Commissie gericht op een verdere integratie op basis van een systematische analyse van de resterende belemmeringen en van de effecten, per geval, van het wegnemen van die belemmeringen.
