2. If the number of aviation allowances to be allocated free of charge is increased by a decision pursuant to Article 3e(3) of Directive 2003/87/EC, the central administrator shall transfer further aviation allowances from the EU Aviation Total Quantity Account to the EU Aviation Allocation Account in a quantity corresponding to the increase of the number of aviation allowances to be allocated free of charge.
2. Als het aantal kosteloos toe te wijzen luchtvaartemissierechten wordt verhoogd bij een op grond van artikel 3 sexies, lid 3, van Richtlijn 2003/87/EG aangenomen besluit, draagt de centrale administrateur opnieuw luchtvaartemissierechten over van de EU-rekening voor de totale hoeveelheid luchtvaartemissierechten naar de EU-luchtvaarttoewijzingsrekening, zulks ten belope van de hoeveelheid die overeenstemt met de toename van het aantal luchtvaartemissierechten dat kosteloos moet worden toegewezen.

2. In case of adjustments to the annual volumes in accordance with Article 14 of Regulation (EU) No 1031/2010, the central administrator shall transfer a corresponding quantity of aviation allowances from the EU Aviation Total Quantity Account to the EU Aviation Auction Account, or from the EU Aviation Auction Account to the EU Aviation Total Quantity Account, as the case may be.
2. Als overeenkomstig artikel 14 van Verordening (EU) nr. 1031/2010 aanpassingen worden aangebracht in de jaarlijkse hoeveelheden, draagt de centrale administrateur een overeenkomstige hoeveelheid luchtvaartemissierechten over van de EU-rekening voor de totale hoeveelheid luchtvaartemissierechten naar de EU-luchtvaartveilingrekening of van de EU-luchtvaartveilingrekening naar de EU-rekening voor de totale hoeveelheid luchtvaartemissierechten, naargelang van het geval.

The central administrator shall, in a timely manner, transfer aviation allowances from the EU Aviation Total Quantity Account to the EU Aviation Allocation Account in a quantity corresponding to the number of aviation allowances to be allocated free of charge determined by the Commission's decision adopted on the basis of Article 3e(3) of Directive 2003/87/EC.

16. Notes that the Agency's technical staff members need to be commonly recruited from national aviation authorities and the aviation industry; understands that the staff members must have sufficient and up-to-date technical experience of working in the field of aviation to perform a technical check of documents demonstrating compliance for the purposes of ensuring an adequate level of aviation safety as requested by the applicable Union legislation; is concerned however that this situation could cause conflicts of interest if a staff member recruited from an aircraft manufacturer works and takes decisions at the Agency on the certification of the aircraft he/she used to work on while employed by the manufacturer and, if not detected and adequately managed, could result in a conflict of interest situation; recognises however that the Agency has put in place a certification procedure where impartiality of the decision-making process is guaranteed through the collegiality of the technical assessments and the decision-making process itself; also understands that the Agency is in the process of setting up an Agency-wide policy in the area of codes of conduct including identification, prevention, monitoring and dealing with the consequences of potential conflict of interest cases which will help the Agency to further improve the identification and handling of conflict of interests situations in such a way that aviation safety is not put at risk at any time;
16. merkt op dat de technische personeelsleden van het Agentschap gewoonlijk aangeworven moeten worden uit nationale luchtvaartautoriteiten en uit de luchtvaartsector; begrijpt dat personeelsleden over voldoende en actuele technische werkervaring in de luchtvaart moeten beschikken om een technische controle van de documenten voor het aantonen van naleving uit te voeren ter waarborging van een adequaat niveau van veiligheid van de luchtvaart, zoals in de toepasselijke EU-wetgeving wordt geëist; is echter bezorgd dat deze situatie, indien niet ontdekt en behoorlijk aangepakt, tot belangenconflicten zou kunnen leiden als een personeelslid dat aangeworven werd bij een vliegtuigfabrikant bij het Agentschap werkt en daar beslissingen neemt inzake de certificering van het vliegtuig waaraan hij/zij werkte toen hij/zij in dienst was bij de fabrikant; neemt echter kennis van het feit dat het Agentschap een certificeringsprocedure heeft ingevoerd waarmee de onpartijdigheid van het besluitvormingsproces wordt gewaarborgd middels de collegialiteit van de technische beoordelingen en het besluitvormingsproces als zodanig; heeft tevens vernomen dat het Agentschap bezig is met het invoeren beleid in het hele Agentschap van een inzake gedragscodes met inbegrip van identificatie, preventie, monitoring en de omgang met de gevolgen van potentiële gevallen van belangenconflicten, een beleid dat het Agentschap zal helpen om het opsporen en aanpakken van situaties van belangenconflicten zodanig verder te verbeteren dat de veiligheid van de luchtvaart geen gevaar loopt;

The aim of these negotiations is to conclude a comprehensive agreement on a Common Aviation Area with Israel combining market opening with a parallel process of regulatory co-operation and/or convergence through mutual recognition in key areas of the EU aviation legislation. These priority areas include aviation safety, security, environmental protection and the application of state aid and competition rules aiming at ensuring a level playing field and fair and equal conditions for competition.
Doel van deze onderhandelingen is de sluiting van een algemeen akkoord over een gemeenschappelijke luchtvaartruimte met Israël, dat zowel voorziet in openstelling van de markt als in een parallel proces van samenwerking en/of convergentie op het gebied van regelgeving of via wederzijdse erkenning op kernterreinen van de luchtvaartwetgeving van de EU. Deze prioritaire terreinen zijn onder andere veiligheid in de luchtvaart, beveiliging, milieubescherming en de toepassing van de regels op het gebied van overheidssteun en mededinging, met als doel te zorgen voor een gelijk speelveld en eerlijke en gelijke mededingingsomstandigheden.

Notes that aviation is responsible for between 4% and 9% of all GHG emissions worldwide and that emissions from aviation are increasing at an annual rate of 3%; emphasises the importance of severe reduction targets for the aviation sector; urges the Commission to take prompt action to reduce the climate impact from aviation, by creating a pilot emission trading scheme for aviation emissions for the period 2008-2012, covering all flights to and from any EU airport, and to ensure that instruments to tackle the full climate impact of aviation are introduced in parallel; calls for parallel efforts to address also emissions from shipping;
