In accordance with the principle of ‘smart’ regulation, the implementation of this Regulation should be coordinated with that of Regulation (EU) No 1143/2014 in order to ensure that Union plant health legislation applies fully and in its entirety.

(i) the plant health legislation in force in the third country and the rules on the entry into that country of plants, plant products and other objects from other third countries;

3. This Regulation shall apply without prejudice to related Union legislation in the fields of inter alia safety of the food chain, animal health and welfare, plant health, and plant reproductive material, and in particular to Regulation (EU) No XX/XXX of the European Parliament and of the Council[36] (plant reproductive material) and Regulation (EU) No XX/XXXX of the European Parliament and of the Council[37] (protective measures against pests of plants).
3. Deze verordening is van toepassing onverminderd gerelateerde wetgeving van de Unie op het gebied van, onder meer, veiligheid van de voedselketen, gezondheid en welzijn van de dieren, gezondheid van planten, en vegetatief teeltmateriaal, met name onverminderd Verordening (EU) nr. V. whereas EU products currently face fierce competition from imports from non-EU countries (above all, Turkey, Chile, Vietnam and China), where companies can operate with much lower overheads, as they are not subject to the same legal constraints and the same stringent environmental and plant health legislation, and can pay low wages (social dumping), thereby placing the EU aquaculture sector under further pressure, affecting food quality and endangering consumers’ health,
V. overwegende dat de communautaire producten zware concurrentie te verduren hebben van producten uit derde landen (hoofdzakelijk Turkije, Chili, Vietnam en China), waar de productiekosten beduidend lager liggen omdat daar niet dezelfde juridische verplichtingen rn strenge milieu- en fytosanitaire regels gelden en de lonen er lager zijn (sociale dumping), waardoor de communautaire aquacultuur extra onder druk komt te staan, de voedselkwaliteit achteruit gaat en de gezondheid van consumenten in gevaar wordt gebracht,

In view of the need for an integrated approach to the food chain and animal and plant health in order to protect consumers, it is important to include all issues of food legislation in the consultation systems, including aspects relating to the labelling and presentation of food and feed, safety of food and feed, human nutrition in relation to food legislation, animal health, including measures relating to animal welfare, and the various aspects of plant health, such as plant protection, plant protection products and their residues, and conditions for the marketing of seed and propagation material, including biodiversity, and including matters pertaining to industrial property.

It is necessary for the Commission to consult and inform consumers and socio-professional circles concerned with issues relating to labelling and presentation of food and feed, food and feed safety, human nutrition in relation to food legislation, animal health and animal welfare, as well as plant health.
