Having confirmed all delegations' determination that the decision of the European Council to transfer the Office for Veterinary and Plant-Health Inspection and Control "to a town in Ireland to be determined by the Irish Government" be implemented as soon as possible, the Council focused on the advisability of transforming the Office into an Agency, with a modification of its powers, and on the means of financing such an Agency.
