Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. The symptoms usually appear within minutes of the impact of the stressful stimulus or event, and disappear within two to three days (often within hours). Partial or complete amnesia (F44.0) for the episode may be present. IN-CONTEXT TRANSLATIONS

In view of the situation explained in this Section of the Decision and on the basis of all factual elements gathered by the Commission as well as the statements made by the country, it could be established that, pursuant to Article 31(3) and 31(4)(b) of the IUU Regulation, that Thailand has failed to discharge the duties incumbent upon it under international law as a coastal and market State to prevent access of fisheries products stemming from IUU fishing to its market.
Gezien de in dit deel van dit besluit beschreven situatie, alle door de Commissie verzamelde feitelijke gegevens en de door Thailand afgelegde verklaringen kan op grond van artikel 31, lid 3, en lid 4, onder b), van de IOO-verordening worden gesteld dat Thailand zich niet heeft gekweten van de taken die het krachtens internationaal recht als kust- en marktstaat dient te vervullen om te voorkomen dat van IOO-visserij afkomstige visserijproducten toegang tot zijn markt hebben.

3. Encourages the Commission to lead the way and engage with other major importers with a view to eradicating Illegal, Unregulated and Unreported (IUU) fishing; emphasises that the concept of market state responsibility needs to be more fully developed as a means of closing down the markets for IUU fish products; believes that the EU must urgently discuss with other major market states, including but not limited to the US, Japan and China, how to cooperate among themselves, establish effective traceability mechanisms, and, as rapidly as possible, develop international legal instruments that could halt, prosecute and punish trade in IUU fish, in line with the rules of the World Trade Organisation (WTO) and within the framework of the UN system;

(28) Appropriate means should be foreseen to address failures to discharge the duties incumbent on them under EC and international law as flag, port, coastal or market states and to make sure that Member States take appropriate measures to ensure compliance by their fishing vessels or nationals with CFP and control rules; these means should include the possibility to suspend or reduce financial assistance according to Council Regulation (EC) No 1198/2006 of 27 July 2006 on the European Fisheries Fund[18] and Council Regulation (EC) No 861/2006 of 22 May 2006 establishing Community financial measures for the implementation of the Common Fisheries Policy[19] in cases of an inadequate implementation of CFP rules by Member States.
