"costs" means costs which are justified by the need to ensure the proper and effective implementation of this Directive including the costs of assessing environmental damage, an imminent threat of such damage, alternatives for action as well as the administrative, legal, and enforcement costs, the costs of data collection and other general costs, monitoring and supervision costs.

Among the substantial cost savings reported by firms are: - elimination of expenses connected with customs formalities, such as the payment of customs agents; - abolition of customs guarantees and of the prefinancing of VAT, which has improved firms' cash-flow; - reduction in transport costs associated with faster journey times, on average a saving of two days; - general easing of administrative burdens: despite the imposition of new obligations on firms (two additional headings on the periodic VAT return and the quarterly recapitulative statement of sales to the other Member States); - increased opportunities for obtaining supplies in other Member States in order to benefit from more competitive prices (This information is the result of comparing the findings of studies carried out by private consultants, Member States and the Euro-Info- Centres).
De meeste ondernemingen zijn van mening dat zij wel varen bij de aanzienlijke kostenbesparingen en bij het feit dat zij pas later BTW hoeven te betalen, nl. bij de normale BTW-declaratie en niet meer aan de grens. De voornaamste kostenbesparingen zijn volgens de ondernemingen: - het verdwijnen van de kosten voor douaneformaliteiten, bijvoorbeeld de betaling van douaneagenten; - de afschaffing van het deponeren van waarborgsommen bij de douane en van de voorfinanciering van de BTW, waardoor de cash flow van de bedrijven verbeterd wordt; - vermindering van de vervoerskosten omdat het vervoer minder lang duurt, minsten twee dagen minder per transport; - algehele vermindering van de administratieve kosten: ondanks invoering van nieuwe verplichtingen voor de ondernemingen (één keer per kwartaal moeten in de periodieke BTW-aangifte en de overzichtsstaat van verkopen naar andere Lid-Staten twee extra rubrieken worden ingevuld); - meer mogelijkheden om zich in andere Lid-Staten te bevoorraden en zo van lagere prijzen te kunnen profiteren (Deze elementen zijn naar voren gekomen bij de vergelijking van de resultaten van studies die zijn uitgevoerd door particuliere consultants, Lid-Staten en de Euro-Info-centra).
