Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Stresses that a professional public administration is instrumental in the successful implementation of all other reforms; therefore welcomes the fact that the Civil Service Law has started to be implemented, and calls for its proper implementation to be pursued in order to enhance administrative capacities, depoliticise public administration and fight corruption in the civil service, to strengthen meritocracy in appointments, promotions and dismissals, to increase the efficiency, transparency, accountability, professionalism and financial sustainability of the civil service, and to enhance good governance at all levels; calls for a strengthening of human resources management, an evaluation system for civil servants and independent monitoring of the implementation of civil service legislation; encourages the finalisation of a comprehensive public administration reform strategy and the continued promotion of depolarisation and knowledge of EU law and decision-making processes; stresses the need to enhance public integrity, to improve public services and to manage public resources more effectively; calls for improved public access to services and information; welcomes in this regard the new law on access to information; calls for a strengthening of the institution of the Ombudsman by giving appropriate follow-up to its findings and recommendations;

(15) The participating Member States should give the European Patent Office certain administrative tasks relating to European patents with unitary effect, in particular as regards administration of requests for unitary effect, the registration of unitary effect and of any limitation, licence, transfer, revocation or lapse of European patents with unitary effect, the collection and redistribution of renewal fees, the publication of translations for information purposes during a transitional period and the administration of a compensation scheme of translation costs for applicants filing European patent applications in a language other than one of the official languages of the European Patent Office.

Calls for further reforms of public administration, which still remains under-resourced and overtly politicised, and in particular for a review of the law on civil servants and state employees in order to establish a comprehensive and merit-based employment system, including transparent rules for hiring and laying down procedures for career advancement; underlines, equally, the need to strengthen human resources at the local level of administration and to provide sufficient financing for its functioning, in order to ensure its efficiency and transparency, particularly important in view of the ongoing decentralisation process; draws attention to the need to respect legally binding decisions of the Human Resources Management Authority; underlines the need to improve the legal and institutional framework, so as to strengthen accountability and respect for the rule of law within public administration, in particular in areas such as tax administration, public procurement, urban planning and licensing in local administration and customs; welcomes the opening of the Regional School of Public Administration (ReSPA) in Danilovgrad;
16. dringt aan op verdere hervormingen van de overheidsdiensten, die nog steeds over onvoldoende middelen beschikken en openlijk gepolitiseerd zijn, en met name op een herziening van de wetgeving inzake ambtenaren en overheidspersoneel, om te komen tot een transparant en op verdienste gebaseerd systeem, met duidelijke aanwervingsregels en bevorderingsprocedures; onderstreept ook de noodzaak om de personele middelen in de lokale administratie te versterken en hiervoor voldoende financiële middelen uit te trekken, teneinde een doeltreffende en transparante werking van deze diensten te verzekeren, hetgeen met name belangrijk is in het licht van het lopende decentraliseringsproces; wijst op de noodzaak om de wettelijk bindende besluiten van de beheersautoriteit voor human resources te eerbiedigen; onderstreept de noodzaak het wettelijk en institutioneel kader te verbeteren om te kunnen zorgen voor een sterkere verantwoordingsplicht en een betere eerbiediging van de rechtsstaat binnen de overheid, met name op gebieden als belastingadministratie, overheidsopdrachten, stedelijke planning en vergunningverstrekking door lokale besturen en douaneautoriteiten; verwelkomt de opening van de regionale school voor overheidsadministratie (ReSPA) in Danilovgrad;

Thus access to public administrations’ electronic procedures often implies the need for the individuals involved to identify themselves (i.e. allowing the administration to make sure that the persons are who they claim to be by checking their personal credentials[1]) and the need to provide an electronic signature allowing the administration to identify the signatory as well as to make sure that the data submitted has not been altered during transmission).
