Space-based systems provide improved weather forecasts, satellite broadcasting and advanced navigation services; they open up new opportunities in tele-education and tele-medicine.

That exception or limitation should permit certain organisations, as referred to in point (c) of Article 5(2) of Directive 2001/29/EC and film or audio heritage institutions which operate on a non-profit making basis, as well as public-service broadcasting organisations, to reproduce and make available to the public, within the meaning of that Directive, orphan works, provided that such use fulfils their public interest missions, in particular the preservation of, the restoration of, and the provision of cultural and educational access to, their collections, including their digital collections.

Publicly accessible libraries, educational establishments and museums, as well as archives, film or audio heritage institutions and public-service broadcasting organisations, established in the Member States, are engaged in large-scale digitisation of their collections or archives in order to create European Digital Libraries.
Publiek toegankelijke bibliotheken, onderwijsinstellingen en musea, alsook archieven, instellingen voor cinematografisch of audiovisueel erfgoed en publieke omroeporganisaties, die in de lidstaten gevestigd zijn, houden zich bezig met grootschalige digitalisering van hun verzamelingen of archieven om Europese digitale bibliotheken te kunnen oprichten.

Contractual arrangements may play a role in fostering the digitisation of European cultural heritage, it being understood that publicly accessible libraries, educational establishments and museums, as well as archives, film or audio heritage institutions and public-service broadcasting organisations, should be allowed, with a view to undertaking the uses permitted under this Directive, to conclude agreements with commercial partners for the digitisation and making available to the public of orphan works.

In particular, a common approach to determining the orphan work status and the permitted uses of orphan works is necessary in order to ensure legal certainty in the internal market with respect to the use of orphan works by publicly accessible libraries, educational establishments and museums, as well as by archives, film or audio heritage institutions and public-service broadcasting organisations.

Welcomes the fact that the Turkish Government has introduced legal changes which enable private language centres to offer courses in mother tongues other than Turkish (Kurdish, Circassian, Armenian et al.), to broadcast media programs and to open and operate stations which broadcast in other languages; calls on the Turkish Government to lift all remaining restrictions in the area of broadcasting and education in minority languages;
10. is verheugd over het feit dat de Turkse regering wetswijzigingen heeft doorgevoerd die particuliere taleninstituten in staat stellen lessen in andere moedertalen dan de Turkse taal te geven (Koerdisch, Tsjerkessisch, Armeens en andere), die het mogelijk maken mediaprogramma's uit te zenden en stations op te richten en te exploiteren welke in andere talen uitzenden; doet een beroep op de Turkse regering om alle nog bestaande beperkingen op het gebied van t.v.- en radio-uitzendingen en onderwijs in minderheidstalen in te trekken;

Cooperation with broadcasting and media organisations and with sporting federations (including those for sportsmen and sportswomen with a disability) for spreading information about the European Year of Education through Sport, for using new tools allowing easier access to this information (such as voice subtitling for the hearing impaired and images description for the visually impaired), and to other programmes if possible, and for improving communication about education through sport.
3. Samenwerking met de media en de sportbonden (ook die voor gehandicapte sportlieden) als partners voor de verspreiding van informatie over het Europees Jaar van opvoeding door sport, voor de gebruikmaking van nieuwe instrumenten die deze informatie gemakkelijker toegankelijk maken (zoals ondertiteling voor gehoorgestoorden en beeldbeschrijving voor blinden en slechtzienden), eventueel in andere programma's, en met de bedoeling de communicatie over opvoeding door sport te verbeteren.
