Takes the view that public radio and television broadcasting organisations play an important role in ensuring pluralism in the media since their work should be carried out in accordance with the protocol on public broadcasting contained in the EC Treaty and the judgments of the European Court of Justice to enable them to fulfil their assigned remit, free from government interference, using a system of transparent and adequate funding, and to carry out the tasks arising from that remit in the transition from analogue to digital technology;
11. is van oordeel dat de publieke omroepen een belangrijke rol bij het waarborgen van het pluralisme in de media vervullen en dat zij hun activiteiten overeenkomstig het Protocol betreffende het publieke-omroepstelsel in de lidstaten in het EG-Verdrag en de arresten van het Europese Hof van Justitie moeten ontplooien, opdat zij, vrij van overheidsinmenging, met inachtneming van een transparante en adequate financiering de aan hun opgedragen taken kunnen verrichten, en de hieruit voortvloeiende opgaven bij de overgang van de analoge naar de digitale technologie op zich kunnen nemen;

N.B.: Article 1 of the Flemish Government Decree of 23 February 1994 on coordination of Flemish audiovisual policy defines an "independent producer" as "any private law entity who creates audiovisual productions and has no structural or social link with a television broadcasting organisation".
NB: Artikel 1 van het besluit van de Vlaamse regering houdende bepalingen tot coördinatie van het Vlaams audiovisueel beleid bevat een definitie van het begrip "onafhankelijk producent": "een privaatrechtelijke rechtspersoon die audiovisuele producties tot stand brengt en die geen structureel of vennootschappelijk verband heeft met een televisieomroeporganisatie".

-Events of "major importance for society" should, for the purposes of the directive, meet certain criteria i.e. be outstanding events which are of interest to the general public in the Union or in a given Member State or in an important component part of a given Member State and are organised in advance by an event organiser who is in a legal position to sell the rights pertaining to that event. -"free television" means broadcasting on channel, either public or commercial, of programmes which are accessible to the public without payment additional to the modes of funding of broadcasting that are widely prevailing in each Member State (such as license fee and/or the basic tier subscription fee to a cable network).
