On 8 November 2001, the ECB adopted Decision ECB/2001/11 on certain conditions regarding access to the Counterfeiting Monitoring System (CMS) (4), which is the ECB-managed system, containing technical and statistical information on counterfeiting of euro banknotes and coins, whether originating in Member States or in third countries; that Decision refers to entering into an agreement between the Parties in connection with the access of Europol to the CMS.

(2) In its Recommendation of 7 July 1998 regarding the adoption of certain measures to enhance the legal protection of euro banknotes and coins(4), the European Central Bank (ECB) called on the Commission to establish cooperation to combat the counterfeiting of euro banknotes and coins. It also suggested that the Council, the Commission and the Member States consider implementing any possible measures to improve the combating of counterfeiting.
(2) De Europese Centrale Bank (ECB) heeft, in haar aanbeveling van 7 juli 1998 betreffende de vaststelling van bepaalde maatregelen ter vergroting van de rechtsbescherming van eurobankbiljetten en -munten(4), de Commissie verzocht een samenwerking in te stellen op het gebied van de bestrijding van vervalsing van eurobankbiljetten en -munten en heeft voorgesteld dat de Raad, de Commissie en de lidstaten bezien hoe zij eventuele andere maatregelen voor een betere bestrijding van valsemunterij kunnen uitvoeren.

The establishment of the CAC is intended to centralise the technical analysis of and data relating to the counterfeiting of euro banknotes issued by the ECB and the NCBs.
